"EU Days" in Murmansk
On October 25-31, 2014 Murmansk StateTechnicalUniversityarranged already the third Days of Europe in the framework of the international project “Establishing the EU Centre in the Barents Region of Russia”, implemented under the financial support of the European Union. The Days of Europe were opened by the youth round-table discussions “Russia and the European Union: New Cooperation Horizons” held on October25 inthe conference hall of congress-hotel “Meridian”. The organizer of the round table discussions is Law Faculty of MSTU Institute of Economics, Management and Law.
The goal of the discussions is to attract students, Master’s degree students, post-graduate students, young researchers, lecturers, and staff members of MSTU and other universities inMurmanskto the live dialog about modern directions, forms, and mechanisms of cooperation betweenRussiaand the European Union. The practical relevance of the arrangement is that young researchers and lecturers can use its main ideas and conclusions while theoretical justification of the actions devoted to the improvement of relations between Russia and the EU, including the sphere of contemporary legislation and law enforcement practice, in research of international law theory and practice, as well as in teaching the courses on “European Law”.
Post-graduate students, Master’s degree program students, students from Law and Economics Faculties of MSTU, northwest branch of Moscow Humanities and Economics Institute, International Institute of Business Education took part in the work of the round table discussions.
In the course of the round table discussions more than 20 reports were represented. The reports were devoted to the various range of issues considered in law aspect: the comparison of the national innovation systems, international experience of social services assistance, the basic ecological problems in the law of Russia and the European Union, comparative analysis of inventory management in Russia and the EU, legal basics of cooperation between Russia and the EU in customs sphere, the problems of interaction of Russia and the EU in oil and gas sector, the issues of Schengen space frontier crossing, protection of business reputation of legal entities in the EU and Russia, relations of Russia and the EU in public health sphere, etc. Organizers emphasized the reports made by Master’s degree student of International Relations and Commerce Department of MSTU Anastasia Bryzgalova “International Experience in the Sohere of Social Services Assistance”, as well as report made by Law Faculty Vitaly Goncharov “The Peculiarities of Anonymity Securing in the Internet in the EU (in terms of the project “Invisible Internet”)”.
The round table discussions showed that as the European Union is our nearest neighbor and the main partner in different spheres, we are in need of a constant search for common points of interests in political, economic, social, and other spheres for evaluation of current problems and cooperation perspectives in the contest of ongoing global processes, as well as for working out the conceptual approaches and practical recommendations for increasing the effectiveness of Russian-European dialog.
All reporters were awarded participation certificates. Besides, the collection of round table discussions materials is being prepared.
On October 28-29, 2014 the practical seminar “Technologies of Composing of Project Proposals for European Foundations. The Best Examples of Project Proposals Composing”. This is one more arrangement organized by MSTU within the framework of Days of Europe inMurmansk.
The project manager of the Department of Strategic Influence on Environment While Reclamation of the Arctic of the Arctic Centre of Lapland University (Rovaniemi,Finland) Kamil Yagodjinsky was invited as an expert. Having the great work experience in the role of a project manager inFinland,Great Britain,Russia,Austria,Croatia,Sweden,Norway,Sloveniaand others, he introduced the technology of projects composing itself. The invited expert also revealed the secrets of successful projects composing and told how to avoid the most wide spread mistakes when you work with projects.
The scientific and practical seminar united Master’s programs students, post-graduate students, lecturers and administrative staff of Murmansk universities, as well as young researchers, newcomers of the project management, representatives of scientific and research institutes, non-profit organizations and governmental structures of the region. The seminar was visited by the representatives of Murmansk regional innovative business incubator, Economics and Municipal Order Department of Manchegorsk municipal administration, the Committee for Interaction with Public Associations and Youth Affairs of Murmansk Region, Tourism Development Department of the Ministry of Economic Development, Russian-Swedish Medium and Small Business Support Committee of Northern Chamber of Commerce and Industry, non-profit organization of social services and consultations “Non-profit Organizations Resource Centre”.
The audience was acquainted with the large amount of theoretical and practical knowledge in the sphere of international management on European level, basic terminology of the project management and projects applications composing skills, examined the methodology of organization, planning and coordination of human and physical resources during the whole project cycle. On the second day of the seminar the participants were divided into groups with a task to elaborate and work out the project idea and then represent it using the acquired knowledge. The participants were inspired by lecturer’s ideas and thus various ideas were presented. For example, the young researchers offered projects directed to establishing of mountain skiing complex in Kola or introducing the technology of separate collection and recovery of household waste on the example of European technologies in this region. Other projects were devoted to the attraction of sailing-ship “Sedov” for the promotion of maritime education in the world and construction of the Arctic campus for students.
The final arrangement of Europe Days was the international scientific and practical conference “Nature Conservation and Health Care in theRussian Federationand European Union Countries” conducted on October 31, 2014.
The conference attracted young researchers, post-graduate students, students, staff of MSTU and other universities, representatives of research, research and medical organizations of the region.
The conference introduced reports on various and burning topics connected with the health of people from the North and environment conservation. Natalia Belisheva, the head of the Department of Biomedical Issues of Human Adaptation in the Arctic of RAS Kola Research Centre told about the influence of space weather on the health of people from the North. The interrelation between mortality rate inEuropeand solar intensity was analyzed in the report.
Tatiana Oleinik, the top-rank teacher of Murmansk Regional Centre for Healthcare Specialists Further Training represented the interesting report. She analyzed the elements of interrelation between biological (genetic properties of populations) and cultural (food traditions in different ethnic groups) factors in adaptation of a human being to living environment.
Renata Khardikova, the consultant of Nature Conservation Department of Ecology and Environmental Management Directorate of the Ministry of Natural Resources and Ecology of Murmansk region, introduced the report on the implementation of the state an regional policy in the sphere of natural air protection on theterritoryofMurmanskregion. The report of the specialist raise the audience interest as they would like to know how the implementing by the company “Kola Mining and Metallurgical Company” arrangements devoted to abatement of polluting agents emission influence the nature and inhabitants of industrial centres as it is a common knowledge that in recent decades in connection with the significant increase in the amount of industrial emission of polluting agents into the air, the transboundary transfers has been increased. It has the negative influence not only on the ecological state of the vast territories, but also on the relations of the countries. It confirms the importance of international cooperation and adopting European neighbors’ advanced technologies.
The participants of the conference also heard the reports on the issues of unbalanced nutrition of people from the North, examined the influence of cosmetics on the flora of the health skin.Russiais lag behind the European Union in this question as in the countries of the European Union the components of cosmetics are under the strict control and certification. The reporters also investigated the state of the soil ofMurmanskroadside territories, international cooperation and the policy of the European Union in the sphere of soil protection, analyzed other questions of environment conservation, hygiene, and healthcare inRussiaand the EU. The conference illustrated that in spite of the current critical political situation, the cooperation in this sphere is needed to be proceeded as it’s impossible for one country to stand against, for example, climatic changes alone. This issued don’t have the state boundaries. The collection of reports is being prepared in accordance with the results of the conference.
